" Many residents felt they would be protected by the island's 17-foot seawall, but much of the storm surge came from the bay side of the island, she said. "

I don't know how many time insureds w/o flood have said "it did not think it would happen to me".

People who live on the coast have to held accountable for this "nice" area. I just spent 2 nights on the front row on a multi- million dollar house on  on the west end of Galveston. This house has all the coverage that can be purchased from TWIA, all the coverage that can be purchased from WYO carriers up to the NFIP limit and a diffference in condition policies with 3 underwriters layered  up to 3 million structure and 1 million contents. The owners collected over 1 million just for wind on IKE losses. these owners can afford the house and the insurance cost.

The wind pools can not be expected to pay for flood damage. Any person who calls themselves a large loss adjuster must be able to do the job on "wave wash" claims.
