You may wish to check the Dewberry website, they list FEMA as one of their clients.

    http://www.dewberry.com/services.asp

Here is a quote from one of their posting's.

"Dewberry is augmenting their cadre of part-time and intermittent staff to perform disaster work for FEMA. Dewberry has supported the Federal Emergency Management Agency (FEMA) Department of Homeland Security (DHS) for over 25 years on disaster response and recovery assignments.  ... "

Some vendors also deploy adjusters to work on FEMA projects.

Michigan insurance jobs are listed at many places, but it seems that they only want some experienced candidates only. How does one can break into this field?

You should be asking Leland...and then it would either be 81% or 91%, depending on what speaking terms they are on!

FEMA uses insurance adjusters in at least two programs other than NFIP, their Individual Assistance Program & their Public Assistance Program. PBDisaster & Parr Inspections work on the Individual Assistance program doing inspections of homes and quick estimates for payments. There are 4 vendors with contracts to provide people for the Public Assistance Program, each with their own criteria. Adjsuters are just one of the skill sets they seek. I have been involved in the PA program since 1999 in some capacity.
