Read this and you will get an idea of where we are headed:

If you can even breathe, the Fed, a  Carrier, an IA or someone will hire you.

I realize there are lots of aspects to this story, and I understand the aspect to being treated fairly, and also being consistant in how the FEMA assistance program works. One thing that does stand out is the people complaining about how much FEMA paid them and filing suit against FEMA for not getting paid enough. Keep in mind that FEMA pays "for what insurance doesn't pay for" and to make the house "safe, secure and habital", which means these clowns didn't have any insurance on the house, or no flood insurance, etc. If a house has 3 bathrooms and 3 bedrooms, one oiccupant, then at best it pays to repair one bath and one bedroom. It is designed to make it to survive in, not completely rebuild. Then they want the gov't to help them out, don't get enough and look to sue the gov't. Whatever happened to taking personal responsibility? Almost like standing on the street corner with your hat out begging for spare change, then suing the person that put change in your hat because it wasn't enough. I realize there are flaws in the program as with insurance also, but I would guarantee the homeowner never blamed himself/herself for the problems they have or position they are in. I am all for the government helping people out after storms with aid such as paying living expenses, food until things get on even keel, etc, but where people look to the government to rebuild their house due to lack of insurance, I think Uncle Sam should hold the note on that house until the repair money is paid back. As to who gets hired to be FEMA inspectors, same problem that Ins and Vendors have in a big event. Sure there is a lack of training, but there again it's a catch 22 in that the more time spent training, the slower response time and that woul give the people wanting the $ another route to complain about.
