    I saw my first over 50 years ago ago when I was in staff property adjusting school. It was designed by adjusters and contractors to have a fair starting base to restore damaged property. Lots of changes, but not really and new reasons to change a system to estimate losses..... agree on a fair price and then do it line by line, room by room etc. 

    Estimating programs keep both contractors and adjusters "between the ditches" and this is why it takes several years and lots of practice to get the bottom line correct 97% of the time and the inside work is most important.
