Does anyone know if there is a code regarding the load an outside staircase, handrail, should be able to take if someone, coming down the stairs, loses their balance and falls against it? |

There sure is, and ADA has it. Any architect, or building department has it, along with height, number of rails, hand hold design, etc. |

The link for ADA standards: http://www.usdoj.gov/crt/ada/stdspdf.htm Your question doesn't indicate what kind of building the rail is in, if it falls under ADA authority, but local state and municipalities also have requirements for all kinds of railing. |
