I have talked to many independent adjusters about their work and every one of them have told stories of people who could not even turn on a laptop, yet got called for a storm. How can this be?

In the old days it was called handwriting an estimate.

Perhaps there are a few dinosaurs still out there?

Our informal (daily talking with carriers) but ongoing markert research still indicates as many as 50% of property insurance adjusters in the U.S. are handwriting or letting the contractors create the estimate. Most CAT claims are computerized we find but not all. As you have been reading on CADO, this industry seems to have gotten caught in a time warp in some respects.
