There are some vendors that don't want adjusters to do a double pull for safety issues. They would rather you pay a roofer to get you on a roof(at the cost of the carrier) vs take a chance of the adjuster taking a header pulling the ladder up/putting it up on a slanted surface/misplacing it on the ground again etc. Doubt any of the vendors that don't provide the Workers Comp have such rules, but no vendor in their right mind that provides WC would recommend the practice.
Sbeau4014 is exactly right. Too many guys or gals falling off the roof trying to pull up a ladder that is too heavy, bulky, ungainly, whatever. Too many guys or gals that don't understand friction and contact patch physics. The misunderstanding leads to ladders that slip when the adjuster is just stepping on or off of the double-pulled ladder.

How do you think I became such a self-proclaimed expert on friction at the contact patch, etc?
The work comp premiums are unbelievable. Truely unbeliveable.
