The virus files that you are talking about are hoaxes. A few on the list are real but both of the emails you are discussing can be found on the virus hoax page at http://www.symantec.com/avcenter/hoax.html
This is little more than low grade spam. Why people do that is beyond me....

Dave here is an email I got today. Maybe it is because Friday the 13th is coming up.
On Wednesday 10-9-00 an e-mail containing a virus sent out
all over the Internet. We wanted to notify you A.S.A.P.
Please pass this eamil around.
Once opened, the virus was automatically sent to everyone
in that person's personal address book. Receiving this e-mail does not mean
you have the virus. You must open the attachment for the virus to be spread.
If you did open the attachment I have included the link that explains the
virus and how to remove it.
If your virus scan update is less than a week old you are protected against
The name of the virus is VBS.plan.
The subject of the e-mail is US PRESIDENT AND FBI SECRETS=PLEASE VIST +> or
a randomly generated 6 letter word displayed in all capital letters, or it
might be blank.
