From what I read most 1099 day claims are billed out at extremely low rates. (I often wonder if the vendors invoice is the same as the adjusters). Seems like it is a wait to handled the junk losses no one experienced will do.

What appears to be happening is that certain vendors are artificially driving down fee schedules for "daily" claims with the carrot being do our day claims at this rate "IF" you want to be a preferred vendor when CAT season rolls around
Granted I ONLY know this to be fact for Florida Citizens, where you have an overabundance of "roof thumpers" doing daily claims for a pittance. With so many in place the reality is doing but a handful of claims per week which as another experienced hand rightly stated it is but enough to keep the XM8 scribe active.
I think in regards to the NE debacle from Irene as well as assorted ice storms was more from "rookie adjusters" who jumped at the chance to deploy (who wouldn't) even though once they(not all) got said claims ,it was much akin to what a dog would do with a car when it chases it down the road and actually catches the damn thing (IE.... I caught it what the hell do I do with it now???)
Once they realized they were in over their heads and couldn't follow said examiner instructions, you had a large chunk of abandoned claims that became a nice bonus for a few experienced hands to come in and do some damage control
